Ten Challenges for the "Go Global" of China's High-Speed Rail and Strategic Solutions

Abstract: Although the overseas expansion of China's high-speed rail is in a good situation, with full competitiveness and potentials, and China has reached letter of cooperation intent with many countries, yet few has been put into practice, and there is a desperate need for a heartening and iconic project. This paper approaches China's high-speed rail issue from its "go global" strategy and the main markets it wants to enter, conducts an in-depth analysis of the challenges it faces in terms of the overseas markets, the different needs of the host countries for high-speed railway, integration of high-speed rail with the industrialization and urbanization of the host country, value recognition, international recognition of high-speed rail standard, competition with other countries having high-speed rail technologies, investment and financing bottleneck, inter-disciplinary international talent, risk mitigation and top-level overall planning. In response to these challenges, this paper proposes establishing a national leading group and portal think tank, deepening exchanges and dialogue with RCO, UIC, ISO, and other international organizations, building a rail-transit international talent education base for the Belt and Road initiative, implementing a talent-prioritized strategy, setting up a national rail-transit laboratory, establishing overseas high-speed railway project investment funds, and optimizing high-speed rail project financing.
